You will need to have increased all of your Stats in order to complete this questline. Part 1
Talking to Miss Ross will start your first art class in which you need to grab the slab of clay from the top of the back locker to begin.
After class, Miss Ross will be interrupted by Mrs Smith who tells her there's no funding for art supplies. Thankfully, Mia has heard of an art competition where you can win $1000 and Miss Ross promises to raise your grade if you enter. 
Return to art class the next day and Miss Ross will suggest you get a partner to work with and recommends Mia. Go find her in the science room to get her to join you for Art Sessions. 
When you go back to Miss Ross you'll all realise Mia doesn't have an art pad to use so she sends you off to borrow one from Eve. Talk to Eve in the Auditorium hallway during the afternoon and she'll say she lost her bag at the park and it should have her pad in it. Go to the park and grab her bag which is sitting by the right bench.
Unfortunately, there's no pad in her bag but return it to her anyway to find out Chad may have taken the pad. Chad is in the same corridor, so talk to him and he admits he has the pad but won't give it to you unless you can get him a drawing Eve drew.
The drawing is in her locker which is in the same hallway with the cat art on it. If you don't already have the master key go to Mrs Smith's office on the 3rd floor and go into her desk draw to get it. Then get the art out of Eve's locker.
Give the art to Chad and he will give you the art pad for you to take back to art class. Mia and yourself will draw each other and that will end the class for the day.
Part 2
Your next art class will have you and Mia making collages but first you need to collect 3 stacks of magazines and you'll need to have good enough stats to do so.
Find the first stack in the teacher's lounge by talking to Miss Dewitt and having high enough intelligence to answer her question.
The second you can get at the basketball courts but you'll need to have the dexterity to slip away from Dexter. 
And the third you can get from Kevin in the Cafeteria if your charisma is high enough. 
Back at art class you and Mia can go ahead and make your collages which will end class for the day. The next day come back to art class and you'll discover the easels are broken but you think you can make some more.
Get lumber from outside of the treehouse behind yours and Erik's houses and then head to the workbench in your garage to craft the easels before heading back to class.
Next up you need a nude model as Miss Ross's cancelled so go and ask Judith to do it for you and she should oblige. Return to art class and Judith gets a bit uncomfortable knowing it's not just the two of you but Miss Ross provides some special brownies to calm everyone down. 
You'll all get naked for the art session and towards the end, Mrs Smith will barge in to yell at Miss Ross for all the nudity and groping. Miss Ross calms things down by showing her your painting of Judith and telling her you are planning to do a special one to hang on Mrs Smith's wall. Part 3
Return the next day to discover you are going to have to paint Mrs Smith and hopefully it will be good enough to also win the contest - but first you have to prepare.
Miss Ross will send you off to Mia's church (which will unlock on your locations if it hadn't already)to get some white linen to make a canvas. Talk to the Nun and once you drop Mia's name she'll hand over the cloth.
When you come back you will be tasked with coming up with some paint to use so go talk to Eve and she'll recommend asking her sister who runs the tattoo parlour. Go to the Tattoo Parlour and talk to Grace behind the counter. Eve will come in midway and help you explain that you need some paint. Grace will have you move some boxes in exchange for the paint so you'll need to pass a strength test before you can continue.
Bring the paints back and Miss Ross will have you mix the following colours. Green = Blue + Yellow
Orange = Red + Yellow
Purple = Blue + Red
Pink = Red + White
Once you're done a scene will play out where you paint Mrs Smith and Annie in their costumes and once you're done Mrs Smith is very happy with the results. Miss Ross will come back into the room and say she's entering the painting into the contest and she believes you have a good chance of winning.
Return in a few days (perhaps the next week) and the Mayor's daughter will be talking to Miss Ross waiting for you to give you your $1000 prize. 
Miss Ross takes the prize money and invites you to see her for special tutoring in her office that night where you can receive your A+ and have sex with her.
